House approves enhanced penalties for assaults on educators after floor amendment

The Utah House amended and approved House Bill 342 on the floor after debate over scope and wording. Sponsors moved a substitute amendment narrowing the measure to crimes against educators and inserting a reference to robbery under title 76, chapter 6, part 3. The amendment was adopted and the bill was passed as amended and sent on for further processing.

Supporters argued the bill gives needed tools to school staff. "I consider teachers to be an incredibly unique part of our society, possibly the most essential part of it," said Representative Vernon Tanner, urging passage and saying the bill would help avoid metal detectors and other extreme measures in schools. Representative Jeffords described the problem of students returning quickly to class after severe incidents and said the bill provides leverage to maintain classroom safety.

Opponents cautioned against creating special statutory classes. Representative Arrington said the House was being asked to give a special penalty to one profession and asked why other public-facing professions (attorneys, barbers, sports officials) would not receive similar protections, warning that assault statutes already exist and that courts control sentencing.

The House adopted a substitute amendment clarifying the scope and inserting the robbery cross-reference, then approved the amended bill.
