House adopts multiple committee reports, assigns bills to standing committees and sends several measures to the Senate
Summary
The House adopted rules and several standing-committee reports, assigned multiple bills to committees, and forwarded bills including HB 180 (Capital Access Program), HB 248 (Information Technology Commission) and HB 239 (Volunteer Government Workers) to the Senate after floor amendments and voice and recorded votes.
During the Feb. 17 afternoon session the Utah House adopted multiple committee reports, assigned bills to standing committees, and disposed of several bills by voice or recorded votes.
The Rules Committee report was adopted and bills were assigned across panels (for example, HB 364 to Business, Labor & Economic Development; HB 308 to Education). The Judiciary and Energy, Natural Resources & Agriculture committees each reported favorable recommendations and the House adopted those reports and placed listed bills on consent or third-reading calendars.
Representative Jones explained an amendment to the Capital Access Program (HB 180), including changes that allow lender-deposited funds and adjust the premium-band provisions; the floor adopted an amendment changing a required withdrawal of interest to permissive language and then passed HB 180 to the Senate (66–0).
House members substituted a revised text for HB 248 (Information Technology Commission) to change membership and reporting dates; the substitute was adopted and the bill passed (62–0). Representative Lloyd Franson’s bill on Volunteer Government Workers (HB 239) also passed (67–0) after floor discussion about positions covered and documentation required for volunteer credit.
Separately, the House named a conference committee to reconcile House amendments with the Senate on Sub. SB 48 (adjustment of court filing fees) after the Senate refused to concur — the House voted to "refuse to recede" and authorized the Speaker to appoint conferees.
These floor actions advanced multiple bills to the Senate and placed others on committee or reading calendars as noted in the House record.
