House approves temporary appropriation to aid Washington County school growth; debate centers on formula and bonding

The House spent an extended portion of its Jan. 30 floor session debating first substitute HB 15, an appropriations-focused measure aimed at addressing critical school-building needs in Washington County, the state's fastest-growing district.

Representative Matt Johnson presented charts showing large student growth (about 900 new students this year) and argued the state—s critical school-building formula fails to address rapid local growth; he said Washington County qualified for only $36,000 out of a $10 million allocation under current formulas. Johnson and local speakers described high bond indebtedness per student and year-round school pressure. "We're growing about 900 to a thousand students a year which requires that we build about one school a year," Johnson said, urging short-term assistance while noting the formula itself may need longer-term interim study.

Members questioned whether impact fees or prioritization through appropriations were preferred, and sponsors said a substitute appropriation was intended to avoid redistributing formula funds unfairly among other districts. Representatives from Washington County and financial advisers explained recent bond activity and constraints. After extended discussion and waived summations, the House passed the first substitute by roll-call 49-24 and will send it to the Senate for consideration. Sponsors said future interim work is needed to reconsider the critical-school formula.
