House approves task force bill to study barriers to affordable housing

House Bill 132, which creates a Task Force on Regulatory Barriers to Affordable Housing, passed the Utah House on Jan. 26, 1995, by a vote of 57-9.
Representative Jerry A. Adair introduced the bill and said it grew out of a governor-appointed task force chaired by the lieutenant governor. Adair outlined examples of boarded, unused homes and said the task force would study whether policy changes could make more housing available for low-income families. He disclosed a conflict of interest, identifying himself as a realtor and appraiser; the presiding officer noted the disclosure would be recorded.
Members questioned the task force’s composition and whether representatives of low-income housing recipients would have a voice. Adair said stakeholders including Utah Issues would be invited and that some participants might be nonvoting to keep the panel manageable. Representative Short asked the chair to explain the task force process to new members; the chair and presiding officer described prioritization and caucus processes that determine which task forces proceed.
After discussion and clarification on membership and process, the House approved HB 132 by a vote of 57 yes, 9 no and referred the bill to the Senate.
