House adopts procedural resolutions, approves budget-rule changes and reappoints fiscal analyst

The Utah House on Jan. 25 adopted a string of committee reports and procedural measures, approved a revised process for executive appropriations after floor amendment debate, and reappointed the legislative fiscal analyst.

The House heard and adopted multiple committee reports and placed several bills on the third-reading calendar, including education and natural-resources measures. Members then considered a set of procedural items transmitted from the Senate and several joint rules resolutions.

The most contested item was SJR 2, a joint rules resolution that formalizes an executive appropriations committee role in setting an early revenue "figure" to guide subcommittee budgeting. Supporters said the change would provide a stable planning number and avoid late-session scrambling; opponents warned it could lock the House into an inaccurate figure and deprive members of later-revealed revenue information. Representative Marty Stevens offered an amendment to shorten the language that would have prevented reconsideration of revenue estimates during the session; that amendment was adopted on the floor following extended debate. The House then passed the resolution on final vote (recorded as 70 yes, 0 no) and will return it to the Senate for concurrence.
