House schedules family-values resolution for tomorrow, passes staff-compensation resolution and library update; many bills ordered printed

On the third day of the legislative session the House voted to schedule HCR 5 for a time certain, approved HJR 11 (compensation for in-session employees) 60–0 and HB 1 (State Library Division amendments) 66–0, circled HB 42 and ordered dozens of bills printed and assigned to standing committees.
The Utah House of Representatives on the floor took several procedural and policy votes, scheduling a family-values resolution for a time certain and approving measures to set pay for in-session employees and modernize the State Library Division’s data-delivery authority.
Speaker’s recognition led to a motion to remove the circle from HCR 5 and to place the resolution at a time certain; the House set HCR 5 for 10:15 a.m. the next day. The motion to uncircle and schedule the item carried on the floor after brief procedural discussion.
Representative J. Brett Hayman introduced House Joint Resolution 11, which sets compensation steps for in-session employees. Representative Hammond asked members for support; with summation waived HJR 11 received a recorded vote of 60 yes, 0 no and was forwarded to the Senate.
Representative Brent Hammond presented HB 1, an amendment to the State Library Division that expressly adds electronic networks and computer files to the ways the division can deliver materials to the public. With summation waived, HB 1 passed the House 66–0 and will move to the Senate.
The Rules Committee, chaired by John L. Valentine, reported a long list of bills to be printed and referred to standing committees (including bills on education, health, water reuse, rural mental health, and various public-safety and regulatory items); the House adopted the committee report. The reading clerk also announced the introduction of HB 169–HB 177 and other bills and resolutions for referral.
The House also voted to 'circle' (hold) HB 42, which places that bill on hold pending further action.
The session included numerous recognitions of municipal leaders attending Local Government Day, including Wayne Saltzgiver, president of the Utah League of Cities and Towns. The House adjourned until 10:00 a.m. the next day.
