Supporters and the floor sponsor countered that the structure creates a meaningful administrative separation and that judicial review remains available after administrative appeals are exhausted. Sponsor representatives said the change implements needed functional alignment and that the matter will be studied further over the year to determine whether a later departmental relocation of the appeals board is warranted.
