House approves wide package of Senate amendments, passes scores of bills in single session

The Utah House on Feb. 27 processed a long series of Senate amendments and bills across transportation, corrections, taxation, health and local government policy.
On the consent and concurrence calendar the House recorded recorded votes and returned several bills for the president’s signature, including: HB318 (traffic control measures; 60–0), HB354 (exclusive vendor amendments; 63–0), HB406 (coordinating language on minors testifying; 57–4), HB311 (textbook and lab-fee tax exemption coordinating clause; 67–0), HB414 (exclusions for RV accessories; 72–0), SB128 (Indian worship in correctional facilities; 60–3), SB141 (repair of vehicle airbags; amended and passed 57–15), SB171 (Health Data Authority/quality reporting; 67–0), SB111 (Medicaid provider choice; 68–2), and many others announced from the clerk’s list during the session.
Several smaller bills and technical amendments were read into the record and placed on calendars, and numerous items were 'circled' or uncircled for later consideration when fiscal notes or additional amendments required resolution. House leadership also moved to return a few items to the Senate for correction or reconsideration where the Senate had missed a reading or the clerks identified a technical issue.
The session’s pace was brisk: multiple bills were handled largely without floor debate, while more complex policy items were set aside for more extensive consideration or committee follow-up.
