The Utah House on Feb. 27 substituted and passed first substitute House Bill 381, a technical floor action to align funding for juvenile corrections with the appropriations act approved by the Executive Appropriations Committee. The sponsor told members the substitute is necessary because the version in committee and the appropriations act must match so funds can be provided to youth corrections and juvenile collections.
House leadership completed the required procedural motion to delete the title and body and insert the substitute. The House then voted; the clerk announced the substitute passed the House floor with a reported 66 yes votes and 1 no and the measure was transmitted to the Senate for consideration.
No substantive changes to program policy were debated on the floor after the sponsor’s explanation. Members asked clarifying questions about whether future bed construction or new facilities would be required; the sponsor said construction plans had been scaled back because of cost and any future construction would come back to the Legislature for approval.
The next step is consideration in the Senate.
