Representative Wright, sponsor of the substitute, said the bill reduces the recycling fee from $1.00 per tire to 50¢, which he described as a $1.1 million fee decrease statewide. "It reduces the recycling fee from a dollar per tire to 50¢," Wright said when explaining the bill’s principal change.
The substitute also defines ‘‘shredded’’ tires for landfill purposes, lowers reimbursement rates for some shredded tires going to monofill landfills, and extends eligibility so municipalities with landfills may apply directly for reimbursement rather than routing applications through counties. Members debated and approved amendments clarifying the authority to reimburse cleanup of abandoned tire piles when a county or municipality applies, ensuring private abandoned piles can be cleaned up where local authorities validate the need.
Supporters said the bill will accelerate recycling and cleanup of abandoned piles; opponents asked whether sellers would simply continue charging the old higher fee, a point sponsors said would be covered by the statute limiting charges to the reduced rate.
The House adopted the substitute and passed the bill with a recorded vote reported as 70 yes and 0 no. The bill will proceed to the Senate.
