House uncircles and passes traffic noise abatement appropriation bill

The House closed debate and recorded the vote: the clerk announced that House Bill 13 "having received 44 yes votes and 25 no votes, passes this body before the Senate for their consideration." Two members subsequently requested and were granted changes to their recorded votes on the record (one member said he had been outside and another that he had pressed the wrong button); those changes were noted in the journal record.
