Votes at a glance: House advances radiation control, guardianship reform and ESL day resolution

- HB59 (Radiation Control Administrative Procedure Amendment): Passed on a voice/recorded count with 67 yes, 0 no. Sponsor said the measure corrected an inadvertent exemption in the Administrative Procedures Act to bring provisions into compliance.
- HB37 (Employment of Guardians ad Litem): Amended for technical coordination with Senate Bill 44 and to align indemnification language with the Governmental Immunity Act; passed the House 67–0 and was sent to the Senate.
- HCR1 (English as a Second Language and Bilingual Education Day): Presented as a concurrent resolution designating Feb. 9, 1996, as ESL and Bilingual Education Day. The resolution cited figures that about 95,000 Utah residents do not speak English as a primary language and that 20,000 of them are public-school students. The House approved HCR1, 58–12.
Other procedural actions included adoption of multiple committee reports and introduction of a slate of bills (HB212–HB222, HJR10–HJR11). Speaker and fiscal staff also read a bulletin advising caution in using one-time Uniform School Fund revenue (about $121 million) for ongoing appropriations.
These measures will move to the Senate for its consideration; the House journal will reflect roll-call tallies and adopted amendments.
