SALT LAKE CITY — The Utah House voted to extend the state’s uninsured-motorist identification program for two years, passing H.B. 2 by a 60–10 margin on Jan. 6, 1996.
Representative Daniel Valentine, the bill’s sponsor, described the measure as a sunset extension of a program enacted two years earlier that builds a monthly insurance-data match to identify uninsured drivers. Valentine said the two-year period is needed because litigation and procurement delays shortened the program’s initial test window.
Supporters acknowledged errors in the vendor’s early matches but said the contractor has been correcting problems. "The error rate was less than 6% on the initial run of the computer and is now down to a 2% error rate," Valentine told the chamber. He also…
