Rep. Brian Allen asks $20,000 to remodel Capitol display case for 'Pioneers of Progress'

Representative Brian R. Allen introduced House Bill 66, an appropriation request to remodel one display case on the First Floor of the Utah Capitol to create a permanent “Pioneers of Progress” exhibit. "What I'm asking for is a $20,000 appropriation," Allen said, explaining that the remodeling would complement private donors’ work to provide plaques, photos and artifacts.
Allen told colleagues that the display’s contents — plaques and photographs honoring Utah residents — would be paid by private funds, but the physical remodeling of the capital’s display case is what the appropriation would cover. He said he discussed the amount with capital facilities staff and that the $20,000 figure reflected their estimate of the remodeling cost.
During floor questions members asked whether prior displays were constructed with tax dollars or private funds. Allen said the original display cases were installed with taxpayer money while the items inside were donated; the sponsor also said the proposed remodel would be a permanent alteration to the building’s appearance and therefore ought to be paid with public funds.
After discussion the House voted and recorded the result: HB66 passed the House with 71 yes votes and 2 no votes and was forwarded to the Senate for consideration.
