Representative Hammond moved to 'uncircle' HJR13 and explained that fiscal analysts had confirmed the resolution’s fiscal impacts are covered in the current 1997 budget. "They indicated that all fiscal issues relating to this bill is in the current budget we're operating in on fiscal year 1997," Hammond said.
An amendment to the resolution was offered to change the wording on line 22 and to adjust several pay‑step figures. The amendment replaced the word "computer" with "amending clerk" on line 22 and adjusted several numeric pay‑step values as described on the floor. The body adopted the amendment by voice vote.
Hammond summarized the measure for the House: "This bill provides for the compensation for all in section employees during this session... It also includes a 3% pay increase similar to what has been proposed to the other to the state itself." After debate was waived, the Clerk announced the recorded tally: House Joint Resolution 13 passed with 65 yes votes and 0 no votes.
