House approves $10 traffic surcharge for Salt Lake County to fund safety during I‑15 work

The Utah House on Feb. 26 passed House Bill 447, establishing a $10 surcharge on moving-violation tickets in municipalities in Salt Lake County, with revenue to remain with the jurisdiction that issued the citation. Sponsor Representative Lane Jones told the chamber the surcharge would create a local revenue source to pay for re-striping crosswalks, hiring crossing guards and other safety measures created by diverted traffic during large I‑15 construction.
"This would give these governments approximately $2,400,000 throughout Salt Lake County," the sponsor said while describing anticipated revenue and a sunset date of July 1, 2002. The bill was presented as a temporary, targeted response to costs borne by local governments because of interstate construction.
Debate was sharply divided. Opponents called the proposal an additional tax that penalizes residents already affected by construction; Representative Harper argued it could encourage excessive ticketing and add burden to motorists diverted off the freeway. Supporters described it as an "abuser fee" that would require those who violate traffic laws to help fund local safety responses.
After debate the House passed HB447 by a recorded tally of 40–34. The bill will be referred to the Senate for further action. The bill includes a sunset date and local retention of the surcharge revenue by the jurisdiction where the violation originated.
