House reconsiders and narrows Dept. of Human Services' rule-writing authority (HB120)
Summary

Representative Hayman explained the change: the amendment narrows the Office of Licensing' rule-writing authority to specified safety and health areas (fire safety, food safety, sanitation, infectious disease, transportation safety, emergency preparedness and facility fiscal safety). He said the narrower scope responded directly to a legislative audit by the Auditor General and was intended to limit licensing rules to core health-and-safety matters.
Members debated whether the recall was procedurally appropriate and whether the narrowed language properly captured the audit's intent. Representative (unnamed) and others supported the recall and subsequent amendments to align the bill with the audit recommendations.
On final consideration the second substitute bill received a recorded vote of 65 yes and 3 no; the bill passed the House and will be transmitted to the Senate.
