House approves limited Internet pilot to let some military absentee voters cast ballots online

The plan will use multiple verification controls, including public-key systems and verification by an on-the-other-side official, to confirm that individuals casting ballots are who they claim to be. The sponsor said the pilot is limited to Weber County residents serving in the Continental United States and will be capped at roughly 50 participants for testing purposes.
Members asked about security and whether a successful pilot could lead to broader use for absentee voters. Dichard said the pilot is a controlled, "laboratory" environment to identify glitches and assess the process; he acknowledged public pressure could follow if results are positive but cautioned the pilot’s limited scope.
The House approved the measure (recorded vote: 60 yes, 4 no). The bill directs state and local election officials to monitor the pilot, report findings, and identify potential concerns before any expansion.
