House approves $2 million substitute appropriation for Bridgerland ice arena

The Utah House passed a substituted version of House Bill 284 on Feb. 12, 1998, sending a proposed appropriation for the Bridgerland Community Ice Arena to the Senate after a 51–15 vote. Representative Butters, the bill sponsor, told colleagues the substitute redirects the appropriation to Cache County and reflects broad local support.
Butters said the project has secured more than $420,000 in pledges and that Logan City passed a resolution committing up to $50,000 (described during debate as 1 percent of annual sales tax receipts, contingent on a state appropriation). "There have been over $420,000 in pledges and contributions made to this project," Butters said on the House floor, urging legislative support.
Representative Davis and other members questioned the sources and structure of local commitments and whether additional local-option taxes would be required. Butters and supporters said the arena would produce economic activity and noted restaurant and other local taxes as potential supplemental funding sources. Butters described the $2,000,000 request as an up-front figure that the sponsor did not expect to be funded in full but wanted on the record to allow prioritization.
The House adopted the substitute and concluded debate before the roll call. The clerk recorded the final vote as 51 yes and 15 no, and the bill was forwarded to the Senate for consideration.
The next procedural step is Senate consideration; no Senate action was recorded in today’s House proceedings.
