House advances tax credit to encourage adoption of children with special needs

House Bill 175, a measure to provide a tax incentive for families who adopt or take guardianship of children with special needs from the Division of Child and Family Services, was amended on the House floor and approved by the chamber.
Representative Hammond explained that the amendment moves an effective date earlier and incorporates a phrasing request from the Tax Commission relating to the tax credit. The sponsor said roughly 20 children in DCFS custody had been in care more than a year and a half and that the $2,500 annual credit—payable for up to four consecutive tax years or until a child turns 18—was intended to help families with financial burdens associated with special-needs adoptions.
The House adopted the amendment and passed House Bill 175 by a recorded vote of 67 yes and 0 no. The bill will be forwarded to the Senate for their consideration.
