House moves dozens of bills: transmittals, committee returns and several quick floor votes
Summary
On Feb. 23 the Utah House transmitted multiple items to the Speaker or referred them to committees, adopted committee reports returning bills to Rules, and recorded quick floor votes including the unanimous passage of HB 366 (traffic code amendments) and HB 403 (bail-bond amendments).
Early in the session the Clerk reported a series of bills the Senate had passed that would be transmitted to the Speaker for signature or referred for further consideration; the list included items on criminal procedure, respiratory care, agricultural vehicle use, property-tax exemptions for disabled veterans and other matters.
The House adopted a committee report returning multiple standing-committee items to Rules after Representative Ferrin moved adoption; that motion was adopted without discussion. The body also considered a slate of committee-read bills to be placed on the third-reading calendar under suspension, as reported by the Rules Committee chaired by Representative Rebecca Lockhart.
Several bills were handled with brief floor action: HB 366 (traffic code amendments) passed the House 62–0 and was referred to the Senate; second substitute HB 403 (bail bond/plea-in-abeyance clarifications) passed 71–0; other bills were circled for future consideration or amended and passed after brief explanation and voice votes.
The House adjourned until 8 a.m. the following morning following adoption of the day's business.
