House passes appropriations and several concurrence bills during extended floor session
Summary
During the March 1 session the House passed appropriation adjustments and a series of concurrence items, including House Bill 3 (appropriation adjustments, 52–15), second substitute House Bill 77 (school district boundaries, 45–27), House Bill 133 (commercial transactions/pawn shops, 65–4), House Bill 95 (spay/neuter contributions, 57–11), and House Bill 401 (veterans affairs amendments, 55–1).

House Bill 3, an appropriation-adjustment bill introduced by Representative Ron Bigelow, was lifted from Rules and amended on the floor; after debate and votes on multiple amendments the House passed HB 3 by a recorded vote of 52–15. Sponsor Bigelow and proponents argued the changes corrected double-funding errors and prioritized projects; some members objected to specific amendments but the bill advanced.
On the concurrence calendar, the chamber voted to concur with Senate amendments on several measures:
- Second Substitute House Bill 77 (school district boundaries): the House concurred and passed the measure 45–27; amendments limit new districts to first- or second-class cities and require a state-superintendent study. - Third Substitute House Bill 133 (commercial transactions/pawn shops): the House concurred and gave final passage, 65–4. - House Bill 95 (individual income tax checkoff for community spay/neuter programs): the House concurred and passed 57–11. - House Bill 401 (veterans affairs amendments): the House concurred and passed 55–1.
