The Utah House of Representatives concluded its 2006 general session on a procedural note Tuesday, adopting several closing motions, appointing committees to notify the governor and the senate that the chamber had finished its business and was prepared to adjourn sine die, and approving a 16‑hour pay bonus for session and full‑time employees. Members also paused to recognize interns and to thank staff who assisted with the year’s budget work.
Representative Alexander moved to "strike the enacting clause" on all senate bills and resolutions remaining on the House calendar and with the rules committee; members responded with a voice vote of "aye," and the motion was carried. Alexander made a similar motion to strike the enacting clause on all house bills and resolutions on the calendar; that motion likewise passed on a voice vote.
The House then voted to authorize the speaker to appoint committees to "wait upon the governor" and "wait upon the senate" to inform those offices that the House had finished its business and was prepared to adjourn sine die. The speaker named Representative Hardy, Representative Duval and Representative Bordeaux to the committee meeting with the governor and appointed Representative Dayton, Representative Christensen and Representative Cosgrove to the committee meeting with the senate.
The speaker directed the chief clerk, Sandy Taney, to read, revise and make minor corrections to the daily House journals and to certify the index and bound copies as the accurate record of the proceedings of the 2006 general session of the 56th Legislature.
Representative Bigelow, speaking on personal privilege, said the budget "does not come together except for the many efforts of our staff" and urged members to join in expressing appreciation to the fiscal analyst's office and those who prepare bills and amendments. Representative Noble moved that the House authorize 16 hours of pay for session and full‑time employees "in appreciation for the fine work that they've done," and the motion passed unanimously.
While the chamber awaited a report from the committees assigned to meet with the governor and senate, members took time to recognize interns gathered across the back of the chamber and to present them with a token of appreciation. The House remained prepared to adjourn sine die pending the committees' return.
