House rejects Rules Committee report but agrees under suspension to place multiple Senate bills on calendar

The Utah House on the floor failed to adopt a Rules Committee report after a division vote, but later, under a separate suspension motion, agreed to place a set of Senate bills on the third-reading calendar.

Representative Rebecca Lockhart, chair of the Rules Committee, moved the committee’s report and recommended several bills be considered read for the second time and placed on the third-reading calendar. The motion to adopt the report was divided for a roll call; after a short period during which members checked presence and representatives off the hill were noted, the Speaker announced the result: "The motion to adopt the rules committee report having received 34 yes, 35 no, fails." The transcript shows attention to which members were present and a brief lock of the vote.

Immediately afterward, under suspension of the rules, Representative Lockhart moved that a substantial list of Senate bills be considered read for a second time and placed on the third-reading calendar. Among the pieces read aloud were First Substitute Senate Bill 267 (changes to local government provisions), Senate Bill 85 (state-owned art collections inventory program), Senate Bill 191 (service contracts act amendments), First Substitute Senate Bill 124 (alcohol beverage control amendments), Senate Bill 220 (tie-bids preference), First Substitute Senate Bill 268 (property rights ombudsman), and several others. The suspension motion passed on voice vote and the clerk announced the listed Senate bills would be placed on the calendar under suspension.

Representative Lockhart told the chamber these would be discussed alongside three bills already circled on Monday morning, and that the list would be revisited then. The procedural outcome means the House did not accept the Rules Committee’s suite of placements as a package, but did allow immediate consideration of many Senate-origin measures before the next floor day.
