Summary
The House adopted numerous committee reports, passed a slate of bills on third reading (including H.B. 295, H.B. 316, H.B. 142, H.B. 294, H.B. 130, H.B. 169, H.B. 304, H.B. 100) and transmitted many other measures to the Senate or Rules Committee for prioritization.
On Feb. 14, 2006, the Utah House recorded a busy floor session in which members adopted standing committee reports and passed multiple bills for referral to the Senate. - Passed and referred to the Senate: H.B. 295 (child support amendments) — 54–15; H.B. 316 (administrative rules procedure) — passed as amended; H.B. 142 (Center for Multicultural Health) — passed (recorded 7–0 in the chamber listing); H.B. 294 (creation of Education Fund) — 71–0; H.B. 130 (adoption amendments) — 56–15–4 absent; H.B. 169 (driver license records access) — 70–0; H.B. 304 (transactions against public policy) — 53–18; H.B. 100 (environmental litigation bond) — 53–18.
- Committee actions sent many bills to Rules or placed them on the consent calendar for later consideration (see Rules Committee report adopted on the floor listing bills assigned to standing committees and those placed on the third‑reading calendar).
Procedural notes: the House used motions to encircle and to suspend the rules for reconsideration (e.g., motion to reconsider H.B. 62) and adopted numerous floor amendments before final passage on several bills.
