Selma council approves recycling contract, certifies tax roll and passes two routine resolutions

Johnny told the council the city received a single proposal for recycling services from Frontier Texas Ventures 1, LLC. Johnny said Frontier’s proposal would provide residents and commercial customers combined weekly solid waste and recycling pickup for a resident rate of $13.25 beginning Jan. 1. The council approved the contract by motion and voice vote.
Earlier in the meeting resident Jay Leggett urged the council to "keep it to the absolute minimum" if the city was required to pass a new water ordinance, saying he supports strong enforcement when necessary but warned against excessive new controls. The council chair invited residents to report specific local watering problems to staff for targeted follow-up.
On the city’s 2024 tax roll report, Johnny said total taxable value increased by approximately $258,000,000 over 2023 and total taxes owed rose by approximately $568,000 despite the tax rate being unchanged; the council moved and approved the report.
The council also passed resolution 121,220-4-1 certifying its annual review of the city’s investment policy; staff noted no proposed changes. Separately, staff and the chief described a second amendment to the interlocal agreement for the Spillman public safety system that would improve interoperability among county dispatch centers and said the city’s share of ongoing maintenance fees is estimated at $5,000 starting in 2026; council approved that resolution as well.
