Selma council clears routine agenda: development amendment, noise variance, contracts, policy and appointments

Council also approved a variance to the noise ordinance for Layton Construction Company LLC to continue early starts for certain concrete construction activities (5 a.m. starts and limited 1 a.m.–2 a.m. large structural pours up to seven days per month) to keep a hospital construction schedule moving; staff reported few complaints since an earlier variance.
An appointment was made to the Retama Development Corporation: Craig Spooner was appointed to fill an unexpired board term through June 30, 2026. The council authorized publication of a request for qualifications for a citywide comprehensive parks master plan and approved a budget amendment to provide a monthly $80 cellphone allowance for elected officials, effective Nov. 1, 2024.
On finance and procurement, the council accepted the quarterly investment report for the period ending Sept. 30, 2024; staff reported the city's combined financial portfolio balance as $35,382,686 as of that date and separately mentioned $38,171,005 in narration tied to long-term debt and tourist payment timing. Council awarded a construction contract to RCO Construction, LLC for street and concrete repairs in Retama Ridge and Selma Park Estates; staff recommended a base price of $108,350 with a 10% construction contingency (the transcript contains inconsistent not-to-exceed figures of $119,185 and $119,275).
