Selma approves 10-year exclusive waste franchise with Frontier at $13.25 monthly rate

The Selma City Council unanimously approved a 10-year exclusive franchise agreement with Frontier Texas Ventures 1 LLC for residential and construction waste collection, city staff said. Staff told the council the contract expires Dec. 31, 2024, and that Frontier offered the lowest residential proposal at $13.25 per month, compared with about $19.95 from other bidders.

City Administrator Johnny Casillas said the Frontier contract includes a monthly on-call household hazardous-waste collection service and a transition to weekly residential pickups; the agreement also allows annual, variable price increases tied to a consumer-price index for sanitation services. Casillas said staff will run an aggressive resident notification campaign — using reverse 9-1-1, social media, door hangers, direct mail and the city website — and expected a collection schedule as early as the following week.

Mayor Tom Daley and several councilmembers praised staff and the bidders for reaching the agreement. Councilmember Haddis said he welcomed Frontier’s local presence and described the deal as a community benefit after earlier rate estimates had been much higher. Councilmember Pulaski formally moved to approve the exclusive franchise; the motion was seconded and passed unanimously.

The council did not record individual roll-call votes in the transcript. City staff said the new vendor will coordinate pickup-can exchanges with current provider logistics and will publish zone schedules for residents. The contract term is 10 years; staff noted fixed increases are protected for the first five years.

Next steps: staff will finalize operational schedules and the transition plan with Frontier and begin citywide resident communications.
