The Belton City Council on Dec. 10 approved a boundary‑adjustment agreement with the Village of Salado and Celts LLC designed to settle a multi‑year dispute over development at the municipal edge.
City staff outlined a chronology of negotiations stretching several years and described improvements that had been built without public‑entity inspections. As part of the negotiated swap, approximately 2.085 acres would transfer to Salado and roughly 2.085 acres would transfer to Belton, producing a clearer boundary along Salado Center Drive. Staff said the agreement includes withdrawal of prior zoning and plat cases, indemnity for the city related to the previously built improvements, and voluntary annexation of privately owned ETJ property by Salado.
Staff said the Salado board approved the agreement at its meeting the night before and that county staff assisted with fact finding. Council members characterized the agreement as cooperative and beneficial for all parties. Speaker 8 moved to approve the boundary‑adjustment agreement; the motion was seconded and passed unanimously.
Council directed staff to proceed with the annexation schedule for the privately owned parcel and implementation steps identified in the agreement. The council made no amendments during the meeting and there was no recorded opposition.
