Belton City Council on Sept. 10 authorized reallocating $90,000 in American Rescue Plan Act (ARPA) funds to United Way of Central Texas to provide one-time housing, rent and utility assistance to residents of the city.
Staff explained this $90,000 allocation must be spent by Dec. 31 and would be administered under a memorandum of understanding between the city and United Way. The assistance would be available only to city of Belton residential applicants, limited to a one-time award capped at $3,000 per household. Staff also noted $385,000 in earned interest income from ARPA funds that carry no time or use limitations.
"This is the portion of that funding that has to be spent by the end of this calendar year, by December 31," staff said while recommending approval of the MOU. The proposed MOU includes a recommended 10% administrative fee (about $9,000) to United Way to cover program administration.
During the vote, Council Member Stephanie announced she would abstain. The council approved the MOU and reallocation by recorded voice vote with five affirmative votes and one abstention/absence noted.
Next steps: staff said United Way would report to the city by early December to confirm expenditures; if funds remain, the council will address disposition at the December meeting.
