The council also approved awarding grant‑administration and professional services to Public Management Incorporated (PMI) for administering a Texas Department of Agriculture Community Development Block Grant (CDBG) application for $750,000; Mr. Medina said PMI’s proposed admin fee was 7.83% of the grant (about $53,000) and that the city’s match would be $112,500.
Council approved equipment purchases including an 18-foot tandem trailer ($6,141.75 to Big Spring Trailer Sales), a 15-foot wing mower (South Plains Implement recommended at $31,228.75) and a Kubota utility tractor (recommended bid $84,946.22). The council approved a $45,000 budget amendment from fund balance to purchase batwing and Kubota equipment for the Air Park fund.
On personnel training and policy, Chief Holt presented a two‑year EMS/fire coordinator and program management contract with Texas Public Safety Training Academy for $57,000 per year; the contract provides in‑house academy capability, hands‑on instruction under state certification, and records retention services. Mr. Hagan presented a resolution to adopt a policy banning TikTok and similar covered applications on city-owned or leased devices in response to 2023 state law; council approved the policy and the training contract unanimously.
