Big Spring extends Vector Fleet Management contract after debate; council asks staff to seek bids next year

The Big Spring City Council unanimously approved a one-year extension of the city’s fleet-management agreement with Vector Fleet Management after a lengthy discussion about procurement and performance metrics.

City staff recommended the extension with no change in rates; Vector’s operations director, Terry Good, told council the company maintains certifications, provides shared-savings returns and does not charge repeat repair fees for the same repair. "If it's a repeat repair, we're not gonna charge for the same repair again," Terry said, explaining Vector considers repeat fixes part of target services.

Councilmembers pressed staff on why the city renewed the contract without soliciting competing bids. Staff replied that Vector’s hourly off-target rate (about $49.84) and an 80% shared-savings arrangement generated annual savings and stability for an aging, large municipal fleet. Staff agreed to pursue a competitive process in the coming months and to provide an interim contract while that work occurs.
