Big Spring council awards airport remarking contract and equipment bids totaling several hundred thousand dollars

The Big Spring City Council approved multiple procurement actions during its October meeting, including a major airfield remarking contract and several vehicle and grounds‑maintenance equipment purchases.

Mr. Feeley told the council the airport markings at McMahon‑Wrinkle Airport had not been updated in about 15 years and that the original estimate was roughly $870,000 under a 90/10 cost arrangement with the Texas Department of Transportation. Staff recommended awarding the remarking project to Highlight Airfield Services LLC, which submitted a low responsive bid of $614,242.50. Council approved the award by voice vote.

Public works staff presented budgeted equipment purchases for the street and parks departments. Mr. Medina recommended awarding a 14‑yard dump truck to Rush Truck Center (Odessa) to replace a 2009 Freightliner; the purchase price presented in the hearing was about $183,120.19 against a $200,000 budget. The council approved the purchase by voice vote.

Mr. Medina also described a budgeted Kubota midsize utility tractor for the Roy Anderson Sports Complex, recommending award to Cage Kubota (Odessa) for $36,789.65; that award was approved. For improved mowing capacity at Roy Anderson, staff recommended a second 320 'snake mower' (an articulating wide‑deck unit) from TriMax for $44,378.81; council approved that purchase as well. The parks staff said the larger deck will reduce mowing time and allow staff to perform other maintenance tasks.

All bid awards were made by voice vote and recorded in the meeting as passing unanimously; staff noted the projects were budgeted or within previously approved capital plans.

Next steps: procurement staff will finalize contracts and schedule the airport remarking work and equipment deliveries.
