City staff reports progress on baseball fields, fair hall, trunk main and airport projects

Unidentified city staff told the Hondo City Council that several capital projects are advancing and provided estimated timelines and budget notes.

The most immediate update concerned the city—s new baseball complex. "The baseball fields, we're I'm gonna say about 75% complete," the staff member said, and reported lights for all three fields have been ordered with installation planned in December and January. Plumbing and restroom work in the red building is in place and staff said they are considering a concession stand.

Staff also described progress on the fair hall interior and heating, ventilation and air-conditioning work. "We're almost complete with doing the inside of the brick wall," the presenter said, and estimated AC installation is about "35%" finished; a scheduled wedding will delay final installation until the event concludes. The presenter said roughly $100,000 remains in the relevant project line and the city will work with staff to prioritize remaining tasks.

Public works updates included airport and water-system work. Staff said airport re-conductor work is underway and that airport improvements are complete, framing both as part of the city—s certificate of obligation projects. On water supply, staff cautioned purchasing water rights now would have limited benefit given current prices of "around a little up to $11,000 an acre foot," and said higher priorities include SCADA upgrades and replacing antiquated electrical systems at other wells.

The presenter also reported West Side Trunk Main engineering is about 70% complete and that, once engineering is finished, the city will begin bidding with construction targeted for about March or April 2025.

Council members thanked staff for the detailed update. The city said it will return to the council with further information and prioritization recommendations for remaining funds and next steps.
