City approves $751,524 HA5 street preservation plan to accelerate local paving schedule

Hondo, Texas — The City Council voted Jan. 27 to approve the proposed 2025 HA5 street preservation plan, authorizing $751,524 in work to seal and preserve select city streets.
City manager/staff presented maps and said green and red streets on the plan will be sealed in 2025; the total project cost is $751,524 and staff reported $165,000 already allocated from a tax note originally intended for City Hall upgrades. Staff recommended using $292,524 from fund balance to close the gap so the full list could be completed this year and to keep the city a year ahead on its five-year street plan. "We are going to be about one year ahead in our 5-year street plan," staff said.
Council debated whether to split the project over two years to reduce immediate spending; staff noted the cost of construction is rising and recommended doing the full package now. Council approved the manager’s request; no opposition was recorded.
Next steps: staff will process the procurement and bring any necessary budget amendments back at the quarterly budget cleanup.
