Council reviews proposed R-4 zoning district for manufactured homes; P&Z tabled the item

The council conducted a public hearing on a proposed new R-4 residential zoning district intended to allow placement of manufactured (double-wide) homes and related development standards. Staff described the district as similar to R-2 but permitting manufactured homes in certain circumstances.
Planning & Zoning had tabled the item; staff and councilmembers said P&Z wanted more information before recommending adoption. Several councilmembers raised objections to language in the draft that appeared to include townhomes and asked staff and P&Z to remove townhomes from the R-4 draft and to conduct a workshop or additional outreach so residents could better understand the change.
Because P&Z did not make a recommendation, the council took no action on the item. Staff said the draft will return to P&Z with townhomes struck from the text and that additional public engagement materials (including translation support) may be used to improve outreach.
