Stratford Commission Tables 600 Silver Lane Modification for Stormwater Review

Attorney Steven Bellas, representing 600 Silver Lane, asked the Inland Wetlands and Watercourses Commission to approve a modification to a previously permitted project and to lift any cease‑and‑desist condition. Bellas said the revised submission included removal of one unit, added street trees and sidewalks, and other changes made in response to zoning and architectural review.

Staff and commissioners raised a procedural issue: the revised drainage report is large (noted as 234 pages) and commissioners and staff had not had adequate opportunity to review it in hard copy; staff requested either a summarized packet or hard copies for the commission. Jason Edwards (engineer) said the drainage and infiltration system largely matches what had been previously approved but acknowledged some new stormwater infrastructure was introduced into Phase 1 at the town’s request.

Because the updated drainage materials had not been distributed in a reviewable format and town staff wanted time to evaluate the revised design, the commission agreed to table the item and scheduled a special meeting to consider the materials after they are posted to the commission portal and provided in summary or hard‑copy form. The commissioners also asked staff to confirm whether the town engineer had actually signed off on the most recent drainage material before the special meeting.

The motion to table passed by voice vote; the applicant agreed to provide an executive summary and digital upload to the commission portal with hard copies available on request prior to a scheduled special session.
