Windcrest seeks LPA for pool design after Bexar County agrees $500,000 for planning

City Engineer Leonard Young presented an update on the selection process for an architectural firm to produce designs for a proposed Windcrest community aquatic center.
Young said the city issued an RFQ on July 16, received 10 responses, interviewed four firms and narrowed the selection to two finalists; the selection committee unanimously recommended LPA (LP Architects), a national firm with a local office, as the top choice to negotiate a contract for professional engineering and architectural services.
Young said Bexar County has approved $500,000 to be used toward planning and design development for the project. He emphasized the current action under consideration is a design‑phase engagement, not authorization to construct the pool: "We're not asking you to make a decision tonight. We're gonna be asking for kind of your direction and any comments you have so that we can go back as a committee," he said.
Council discussion focused on scope choices that drive fees (number of design options, public meetings, phasing), potential locations (including Jim Seale Drive/Crestway parcels the city owns), the need for a scoping meeting to set deliverables, and the shelf life of design work (Young estimated a design may be valid for roughly a year before redesign/updating costs apply). Council members also discussed grant timing and how a defined plan improves grant prospects.
Next steps
The selection committee will bring a formal recommendation for approval and a negotiated contract for council consideration when negotiations conclude. Staff advised that final fees depend on the agreed scope (number of alternatives, required public meetings and partner requirements) and that the city-manager and county management must finalize any local funding agreements.
