City staff report: light-up prep, pond treatment, dog-park repair and tree replanting plan

During the Oct. 24 Windcrest Parks and Recreation Commission meeting, city staff provided an operational update on seasonal preparations and park maintenance.
Dusty, a city parks/staff member, said crews have begun Light Up preparations but will delay larger visible decorations until after trunk-or-treat next week to avoid putting decorations up too early. "We we did start our, light up prep. We are ahead of schedule, so we we should be okay," Dusty told commissioners and said most of the larger garlands and monuments will be installed in November.
Staff reported the pad prepared for a new dedication tree performed well after nearby vehicle staging compacted the site, creating a flatter area suitable for the tree. Dusty also described work at Brook Falls Pond: new emergent plants are being treated with chemicals to kill and later remove the vegetation, after which staff plan to clean the island and address fallen trees.
A wet spot at the dog park prompted staff to cap one sprinkler head; Dusty said the issue appears resolved and new grass is growing. The commission heard that the city removed one living willow tree that posed a safety hazard and four dead trees; staff plan to plant eight new trees but will stagger plantings so each sapling receives adequate care rather than planting all at once.
Dusty said the city will expand decorative banners (previously tested on Midcrown) to other parks this year; the banners do not require electricity. Mills noted the city and the Windcrest EDC (WEDC) are coordinating signage and that the HoHo Market location will be placed near the old Luby's, with WEDC expected to bring an agenda item in November to assist with signage.
The update included no budget decisions or regulatory actions; items reported were operational and procedural and will move forward under staff direction.
