Pamela Dodson, sworn at the start of the hearing, told the commission she has volunteered with animal services and the nonprofit Texas WE ACT for more than a decade and strongly disputed the factual bases of the complaint against her. Dodson told the commission that the complaint misstates dates and facts surrounding an RFP for kennel services, that she did not benefit financially from the contract award, and that the advisory committee only scored proposals using a council‑provided rubric rather than voting as a body. "I did not violate the Windcrest ethics ordinance code," she said under oath.
Complainant Corey Jones testified that Windcrest police asked him to accept dozens of animals on short notice and that, within days, he received complaints that led to a $700 fine for operating without a completed occupancy license. Jones said he…
