Cameron, the city’s IT manager, told council that Senate Bill 1893 requires the city to prohibit use of TikTok and affiliated apps on government devices; the city used the DIR model policy as a template and has already blocked IP addresses on the municipal network. Cameron said exceptions were defined for police investigative work and IT troubleshooting and that those exceptions are controlled through mobile device management.
City management said the resolution will be incorporated into the employee handbook and that employees may still access such apps on personal devices using non‑city networks. Council asked about how "associated applications" are defined; IT answered that the statute covers apps owned by the same parent company (ByteDance) and any apps that use TikTok URLs.
Council adopted the policy by voice vote. Staff said the practical network blocks have been in effect since January when the law took effect; the resolution puts the local administrative policy in place and obligates staff to add handbook language in 2025.
