Windcrest Council approves Volunteer Fire Alliance bylaws and fundraising agreement

The Windcrest City Council approved a resolution adopting bylaws for the Windcrest Volunteer Fire Alliance and a related agreement authorizing the Alliance to provide fundraising services for the Windcrest Fire Department.

Council members moved and seconded the two related resolutions after staff confirmed the Alliance had incorporated suggested edits. The presiding official noted the Alliance president was present to answer questions and the fire chief said he had reviewed the draft and concurred with the changes. "I did have some points that I wanted to make sure that were addressed on here... they were able to change those," the chief said, signaling the department had worked with the Alliance and legal counsel to resolve issues.

Councilmember Speaker 10 made the motion to approve the bylaws and the fundraising agreement; the council conducted the approvals by voice/hand and the mayor announced they were done. No separate fiscal appropriation or budget action for the fundraising agreement was recorded during the approval.

The council also asked who would serve as the city liaison to the Alliance; staff and council members said the fire chief was the appropriate designee. Councilmember Speaker 7 asked whether the Alliance had identified a liaison; staff replied that the fire chief would serve in that role.

The council took the actions during its resolutions block and did not attach any immediate implementation timeline beyond the alliance's duty to follow its bylaws and the agreement terms.

The council moved on to other business after the approvals.
