Council OKs three-year, $62,000-a-year contract with Nightstorm Productions for multimedia services

The Portland City Council voted Nov. 5 to authorize a three-year contract with Nightstorm Productions LLC for photography and videography services, starting Jan. 1, 2025. Assistant City Manager Weisenberger told the council the city first engaged Nightstorm in Feb. 2022 for videography at $42,000 a year, later expanded the contract to include photography at $56,400 per year, and now proposes an initial annual amount of $62,000 with a 3% annual escalation.
Weisenberger described deliverables that include 4K-resolution multimedia, platform-ready messaging, full production services, drone footage, event coverage, highlight reels, archiving and asset management. He noted that live streaming services (for events such as the State of the City address and the tree-lighting) are typically procured on a project-by-project basis and are not included in the baseline contract price. "Since that initial contract, we have not had any cost increase from Nightstorm Productions for their services," Weisenberger said.
Council members praised the vendor's work. Mayor Scurro said the city's relationship with Nightstorm "has elevated the city" and thanked owner Hector Zertucci, who was present in the audience. Mayor Pro Tem Green moved to authorize the city manager to execute a three-year agreement beginning Jan. 1, 2025 with Nightstorm Productions LLC in the initial annual amount of $62,000 and to execute all necessary contract documents; Councilman Wilson seconded and the motion was approved.
The city manager's office told the council the proposed cost is included in the current fiscal year budget; staff said the contract will continue to cover routine multimedia production while live streaming is billed separately per event.
