Portland accepts Aspen Drive street repairs; project closed out under budget

The Portland City Council voted Nov. 5 to accept completion of the Aspen Drive Street repairs project and to authorize the city manager to execute final closeout documents. Dr. Banks, the project presenter, told the council the work corrected tilted curb and gutter, replaced several driveway aprons and repaired a failing asphalt section.
Dr. Banks said the FY 2023–24 budget included $150,000 targeted at similar street repairs and that, on July 22, 2024, the council awarded a contract to Max Underground with a not-to-exceed amount of $116,147.60. "We finished this on time and under budget," Dr. Banks said, noting that LJA Engineering reviewed contractor submittals and recommended Max Underground. Change order No. 1 resulted in a credit back to the project of $7,122.72, and Dr. Banks asked the council to accept project completion and authorize necessary contract closeout.
Councilman David Sutton moved to approve acceptance of the project, change order No. 1, pay application No. 2 and certificate of completion, and to authorize the city manager to execute associated documents. The motion was seconded and the chair announced the motion approved.
The council did not request additional work or follow-up reports; the presenter said the work addressed the most significant failures on Aspen Drive and that the final costs remained within the appropriation for the project.
