University Park council approves $133,042.72 Zoom Phone system for citywide communications

The University Park City Council approved a contract with CDW to implement Zoom Phone as the city’s new cloud-based phone system, staff said Tuesday.
Information Services Director Dale Harwell told the council the city tested the product, visited a peer site in Lewisville and ran an internal trial before recommending the purchase. “Our overall goal with this project is to improve communications, not only with the city council and staff, but also our residents,” Harwell said.
Harwell said the system would replace the city’s on-premises Mitel equipment and provide resiliency in disaster scenarios because the service is cloud-hosted. The recommended contract with reseller CDW — procured through the Texas Department of Information Resources cooperative purchasing contract — covers licensing, network hardware for voice-over-IP and project-implementation services. Staff proposed starting the rollout with the police department, then advancing to other departments once the application is confirmed to meet public‑safety needs.
The city manager’s office brought the proposal forward with a price of $133,042.72. Council members moved and seconded the measure and recorded affirmative votes; the mayor then announced the motion carried. After the vote staff said the work to implement the system would begin immediately.
The council’s approval authorizes staff to finalize the CDW/Zoom agreement and begin phased deployment with a target to complete the transition in June–July 2025.
