Staff announces Dec. 4 arts-and-entertainment workshop, new community development director and Quiet Creek boundary talks with San Antonio

Assistant City Manager Naina Nixon Mendez reported city staff items to the commission on Nov. 18: a public workshop on Dec. 4 (6-8 p.m.) at the community events center to discuss a proposed arts-and-entertainment district tied to EDC-acquired Hilltop property and the Topperwine realignment project; the hiring of Sharon Williams as the new community development director (expected to start in January); and ongoing discussions with San Antonio planning staff about a municipal boundary adjustment for the Quiet Creek subdivision, a neighborhood currently split between the two cities.
Mendez said the arts-and-entertainment workshop is intended to solicit ideas about potential uses for Hilltop property and attract individuals interested in bringing new uses to Converse. Regarding the Topperwine realignment, staff said design work on phase 1 is being finalized and construction is targeted for the first or early second quarter of 2025.
On staffing, Mendez announced Sharon Williams, a planner with more than 20 years of experience and AICP certification, will join the city in January as community development director. On annexation/boundary adjustment, staff described the Quiet Creek matter as a boundary-adjustment effort in coordination with San Antonio planning staff and noted state law constrains municipal annexation, making voluntary or negotiated solutions the likely path forward.
