A police department representative told the commission the Operation Lone Star program, administered through the Office of the Governor's Public Safety Office, is a reimbursement-based grant that requires no local cash match and is intended to enhance interagency border security operations, including overtime, temporary staffing, equipment, training and travel. The commission voted to authorize the police chief to act on the city's behalf to apply for and, if awarded, accept the grant.
On Operation Stone Garden, staff said Kingsville had been conditionally approved for participation in the program for the performance period beginning March 1, 2025. The department reported an approved amount of $136,205, with a breakdown that includes approximately $114,205 for personnel (overtime and fringe), $12,000 for equipment such as portable radios, and $10,000 for supplies and direct vehicle operating expenses. Staff requested a budget amendment to expend the award in the current FY24–25 budget so funds are available when reimbursable expenses are incurred.
Commissioners moved and approved the resolutions by roll call vote; no 'no' votes were recorded in the transcript. Staff emphasized both grants are reimbursement-based and do not require a local cash match.
