Kingsville commission approves sewer contract, consents and TxDOT grant application

The Kingsville City Commission on May 12 approved several routine and project-specific actions, including awarding a sewer improvements contract, passing the consent agenda and authorizing a grant application to the Texas Department of Transportation.
The commission voted to approve the award of bid number 25-14 (GLO CDBG-MIT, state contract 22-082-016-D218) for sanitary sewer improvements in the alley between East Johnson Avenue and East 4th Avenue. Staff described the project as two manholes, approximately 77 feet of wastewater line and related work and recommended awarding to the lowest bidder (identified in the presentation as DM/D and M Underground). The motion to award was made by Commissioner Alcon and passed on roll call; Commissioners Hosa, Arcon, Lopez, Alvarez and Mayor Fugate voted yes.
The commission also approved its consent agenda (items 1–6) by roll-call vote after a motion from Commissioner Hennessy and a second from Commissioner Lacone. Roll-call votes on the consent agenda were recorded as all yes by the commissioners who voted.
On a separate item, staff reported that a preliminary application to the Texas Department of Transportation(TxDOT) for the 2025 Transportation Alternatives set-aside program was eligible to advance to step two, with a June 20, 2025 deadline. The project scope described by staff included drainage, sidewalks, curb ramps, crosswalks, lighting and a student pedestrian shelter along East Caesar Avenue and East General Cavazos with an estimated total of about $9.2 million. Commissioner Alvarez moved and Commissioner Lopez seconded a resolution authorizing the mayor to execute the step 2 application; the resolution passed by roll call.
A budget amendment correction (BA numbers 24 and 25) was introduced during the meeting. Staff said the amendment corrects an error in a funding-source table and noted the total amount to be $87,040.74; the item was introduced and will return for future action.
What passed: approval of the April 28, 2025 minutes (recorded roll-call included two abstentions), approval of the consent agenda, award of bid 25-14 for the sewer improvements, and authorization for the mayor to sign the TxDOT step 2 application. The budget amendment was introduced but not voted on.
