Kingsville approves $123,900 award for Well No. 14 generator; interim manager authorized to sign contract

The Kingsville City Commission voted unanimously to award bid No. 25-10 for a generator at Water Well No. 14 to D and J Utility Services for $123,900 and authorized the interim city manager to execute the construction contract. The project was identified as part of repairs tied to FEMA DR-4586.

Staff presented the bid results, saying four proposals were received and the lowest responsible bidder was D and J Utility Services. Rudy, who presented the item, told commissioners the bids ranged from $123,900 to $212,950 and that the engineer's estimate was approximately $127,456; staff had checked references and recommended awarding to D and J as the lowest responsible bidder. "Staff recommends awarding the lowest to the lowest responsible bidder D and J Utility Services in the amount of a hundred and twenty-three thousand nine hundred dollars," Rudy said.

Commissioner Lopez moved to approve the award, and Commissioner Alcorn seconded. A roll-call vote recorded unanimous approval. The commission then approved a related resolution authorizing the interim city manager to sign the construction contract with D and J Utility Services for the FEMA project.

The contractor names listed in the solicitation included Donald Huber Construction, D and J Utility Services, Bonco LLC, and Texas Municipal and Industrial LLC. Bids were opened after the solicitation published in December 2024 and closed 01/27/2025. The item is funded through the FEMA project referenced in staff materials; no further funding action was taken at the meeting.

The commission did not identify a construction start date at the meeting; staff earlier reported an anticipated ground-breaking for a separate lift-station project by the end of the month, weather permitting.
