House moves job-title and citation changes in workforce code (HB15); passes 67–1

Sponsor Representative Orville Carnahan explained the measure relocates a code reference to what he described as a more appropriate location and replaces the term "advisor" with "employment counselor." "All of the people working in these areas will now be called employment counselors," he said on the floor while explaining that the change reflects prior usage and is not intended to raise minimum qualifications.
During floor questioning Representative asked whether the title change would raise educational requirements; Carnahan said there had been discussion but no identified concerns from professionals that the change would reserve the title for those with a bachelor’s degree. The sponsor characterized the bill as a transfer of citation and title language rather than a substantive change in duties or qualifications.
Voting opened on the third reading and the clerk announced the result: 67 yes, 1 no. HB15 will be forwarded to the Senate for consideration.
